* be an incoming freshman

* have graduated from a high school in Nebraska

* be a resident of Nebraska

* be in need of financial assistance

* have at least a 2.5 GPA in high school

* have applied for federal financial aid ~ FAFSA

* be attending or applying to a Nebraska public school
